This section of law makes no reference as to the method of taking or killing the fish. It simply says transported, taken or killed illeglly. With no license in possession, no fish can legally be taken.
As for having to have a valid license in your possession, check section 220-2-.23 of the Alabama Regulations for Game, Fish, and Furbearing Animals at: http://www.dcnr.state.al.us/agfd/2002-2003_regbook.doc
Every person hunting, trapping or fishing in the State, who is required by law to have a hunting, fishing or trapping license and migratory bird hunting stamp, must have said license or licenses in his or her possession at all times. when hunting, fishing or trapping, and such license or licenses must be presented for inspection to any authorized officer of the Department of Conservation and Natural Resources upon demand.
Depending on which waters you are fishing, Alabama and Georgia do have reciprocal agreements for some of them.
