You can deny what it says all you want, but that does not change the facts.
The law clearly covers these 3 items:
1. ALL game fish transported illegally shall be confiscated.
2. All game fish taken illegally shall be confiscated.
3. All game fish killed illegally shall be confiscated.
Any person fishing without a proper license can NOT legally take ANY fish by ANY method.
ANY fish taken or killed without the proper license are taken or killed illegally.
Illegally taken or killed game fish shall be confiscated, just the same as illegally transported game fish shall be confiscated.
Here it is for you to read again:
Game fish to be transported openly; confiscation, etc., of game fish taken or transported
All game fish taken in this state must at all times be carried or transported openly, and failure to do
so shall constitute a misdemeanor punishable by a fine of not less than $10.00 nor more than
$25.00. All game fish carried or transported in an illegal manner or taken or killed illegally shall be
confiscated and disposed of under regulations promulgated by the Commissioner of Conservation
and Natural Resources.

Don't ask for more clarification as I am now convinced that you have decided to ignore what is right there in front of you.
