In any case, he is wrong in so far as what the law clearly states.
Taking fish without a valid license means that the fish were not taken legally. This is a point that any who reads and understands the law simply can't ignore, although apparently, it has been and is still being ignored.
Yes, that is my opinion and I could be wrong. However, I sincerely do not believe I am wrong and nobody has shown that the game wardens have the legal authority to make law or selectively enforce the law in this case. They are there to enforce the law as it is written and that is not just my opinion. If it is a fact that what you say he said is common practice doesn't make it right or legal.
