That "something about Alabama that can't seem to get past the quick dollar" is the fact that the state is broke. Desperate to bring in revenue, the state gives away land and pollution rights to industry to attract more companies, to get the tax revenue. The state constitution requires amendments to change taxes on individuals, so is very difficult to raise your income and property taxes (which are very very low). Localities have no control over tax rates, so can't exercise "home rule" and raise rates where needed to pay for schools, police, roads, and yes, enforcement of environmental and fish and game laws.
