Covering a Boat that sits Outdoors?

Does anyone have a tip on the best way to cover a boat that sits out in the weather? What I currently use isn't working well. I have a water-proof boat cover with loops every 3 feet around the edges that I bungee cord to the boat trailer. The cover fits over a single long pole that rests on an upright notched 2x4 post(think of a ridge pole in a tent) in my 16 foot Jon-boat. But I can never get the cover tight enough to keep the rain from sagging it down/ filling with gallons of water that I have to bail off the cover. The cover has ripped in several places now (its pretty old) so I need to replace it. What is a better idea. Thanks.
