You may want to buy a cheap impact driver. I have had good success with using one to loosen seemingly frozen bolts. Harbor Freight has a cheap set for about 7 bucks. Just make sure that you are using it right, some can be confusing and you'll end up tightening rather than loosening. The device I'm talking about looks like a fancy chisel and you put a heavy duty screwdriver bit(usually supplied) in one end and hit the other end with a hammer. Also, drown it in WD40 or similar every time you think about it and then by the time you pick up an impact driver, you should be good to go. If you are uncomfortable working on it, go ahead and take it to the shop. Lower unit housings aren't exactly cheap.
