Although I have not had my boat out on the water since the rains started and the river came up, I would say that most ramps are available and usable. BUT, if you are planning on putting in below any of the dams use extreme caution! Spillways are still open and the current and levels will be higher just below the dams.
The water is clearing slowly on Wheeler and I assume similar conditions on other lakes on the Tennessee river.
In any case, use extreme caution as there is probably still a lot of floating and submerged debris moving around in the main channels of the river and feeding tributaries.
Unfortunately, more rain is in the forecast for Sunday+.
