I haven't heard of any "new" restrictions lately. I fished below Wheeler from the bank very recently (didn't catch a single fish) and was able to walk all the way to the covered area next to the dam and anywhere else downstream. There was only one boat out that day, but they seemed to have no problems, other than the strong current, going anywhere they wanted to fish. Right now, I would NOT recommend trying to take a boat below any of the dams as they are all spilling from the floodgates and it can be very dangerous and probably not very productive.
For now, I would recommend creeks downstream that are not rolling too fast and even then you might be taking a risky chance. With the water levels still rising and spilling at a high level at the dams, great care should be taken if going by boat anywhere on the Tennessee river!
