There was a steam plant there to make independent power for the Nitrate Plants. They also had a tunnel with a railroad where they could transport Nitrates from the Nitrate plant to the river underground if need be. During WWII, the Nitrate plants were considerd by the military to be one of the first places the Japanese would bomb if they bombed the US, because it was producing the majority of Nitrate for bombs during WWII.
