I hate these birds also, it has been proven that there primary food source in this area is smallmouth bass minnows, although they will eat anything. The downside is they are protected by the Migratory Waterfowl Act of 1918, meaning that if you are caught killing one or messing with there nests you will be in big trouble. You can get a degredation permit, but from what I have read it is mainly for commercial fishery operations and you are only allowed to kill one then if you have exhausted all non lethal methods and you can catch them in the act of feeding. I would guess that writing your congressman would be the only thing you could do. For more info, you can e-mail Hal Shramm the chief fisheries biologist at Mississippi State University.
