I just received a reply from Lt. Mike Nichols saying the same thing. He also answered whether or not they can come onto private land. His reply is below:

In responce to your questions.
Question 1 - In reference to Conservation Enforcement Officers, State Law
9-2-65 (6) provides "To enter upon any land or water in the performance of
their duty."
Question 2 - In reference to landowners needing license on land they own.
State Law 9-11-44 para 4 states " The licenses required by this section shall
not apply to any person or member of his immediate family who hunts on lands
owned by him, nor shall it include any tenant or member of his immediate
family who hunts on lands leased or rented by such tenant and who resides on
such lands.
