I am not absolutely sure about the answer to your question, but I would think it would be within a game officer's jurisdiction to fine someone for hunting on private land, even if the person fined actually owned that land. I base this theory on the assumption that the land owner owns the land, but not the wildlife that crosses the land, so those animals are technically "owned" by the people of the State of Alabama.
Of course, I haven't hunted in years and am not sure one way or the other so I listed 2 email addresses of officials who will be able to tell you the actual facts of jurisdiction on private land.
