I have fished the tail water below the dam 3 or 4 times in the last several weeks. I haven't been able to net bait so it's been all artificials. For the most part it has been fairly slow AND very hot! My partner and I have been averaging 12-15 1.5# Stripe per trip and a boat load of Jacks. NO big Stripe and ZERO SM.
I usually try to throw a topwater bait if it is cloudy and a silver spoon if it is sunny. However, regardless of the weather lately, the spoon has been the best producer. I have found that the Stripes have been holding under the schooling Jacks. So I have been trying to let the spoon sink as close to the bottom as possible without hanging up. Then I just rip and yo-yo it back to the boat. The faster the better.
Hope this helps, email me if you need more specific info.
