This is only my hypothesis, but it is a likely answer. I know for a fact that there are several gill nets in the portion of Wheeler around Ditto Landing as I've snagged one with my jugs before and pulled it up enough to see what it was. If a gill net is out and the fisherman goes on vacation or gets sick, the fish are stuck in the gill net to die. When the fisherman (I really hate to use that word to describe them) finally checks his nets and finds dead fish, he just gets them out and sends them floating. I really hate the gill nets and tons of commercial trot lines as they have ruined the jug fishing for me in the Ditto Landing area. I used to do pretty well there, but now all you do is snag one trot line or gill net after another.
