Crappie fishing is excellent at both lakes, probably better at Upper bear. A BCDA permit is required and is $3 a day or $20 a year and can be bought at gas stations in the area of the lakes or directly from the BCDA. Both lakes are plenty big enough for a 22 ft boat, but don't cut across point and just take it easy, there is a lot of standing timber on points and it is easy to get into shallow water. Just pay attention to the depth finder and the channel is not hard to follow. There are ramps all around both lakes. One on Upper Bear is off of HWY 13. You turn by bear creek high school you will see the boat ramp signs. You can go down HWY 24 and find a couple of ramps for little bear.
