Smith lake was dropped as low as it was to meet the water flow demands for the warrior river.The corp of engineers uses Smith as a storage facility to have water to maintain barge traffic on the lower warrior river. Alabama power had little to say about it.The level that summer was within two inches of being to the lower limits of there operating permits as dictated by the federal energy regulatory committee .The level of Smith is kept at winter pool until the middle of Feb then it is allowed to fill to summer pool .Any excess rain is pulled out to maintain enough room for the usual heavy rains of feb and march. The state dept conservation and natural resources notify Alabama power in the spring when the lake temp warms enough for the bass to spawn .Alabama power trys to maintain the level of the lake at that time for enough time for the bass to complete the spawn befor they raise or lower the level. They have been doing this for several years now.What they do with the lake level is pretty much by the book .The levels on the lakes on the coosa depend on if they are maintained as a storage facility or a run of the river.
