Who owns the rivers and streams in Alabama?

The question of access rights to "navigable" waters in Alabama comes up all the time. Today a guy was telling me that Town Creek below Wheeler dam had some sort of exemption from the federal law. I disagreed, but I was still not sure. So, I did a little searching and found a couple of good links. I tried to find this type of information on TVA's site and other U.S. Government and Alabama State sites, but couldn't. Not to say that the information isn't on those sites... I just could not find it there!

Anyway, here are a couple of links that will probably give you more information than you wanted about the subject. (grin) If anyone can point me to other links on this subject, especially official state or federal pages, please let me know!
