If the stripe are there, catching them is easy. We just drift live big shiners in the tailrace below the dam. Use spinning outfits with 8lb line, i use 2 #4splitshot about a foot above a #4 baitholder hook, just bumping the bottom. Bring lots and lots of hooks and weights, you will get hung a bunch.
Two additional points: if the water is not on, dont waste your time below the dam, and if you see NO seagulls at all, its probably gonna be a bust as well. If you see seagulls feeding actively below the dam (indicating the presence of shad), then the stripe (and possibly smallmouth) will be there.
--we caught all of our fish between the tower and the south bank, from even with the towers to about 300yards below them.
