Folks still fish those stumps quite a bit. It's apparently a good bass spawning ground too. The flats on the other side of the tracks cover quite a big area way down to around Cow Ford, or the Round Island boat launch.
I may have misread your post, but the water is up and the stumps are submerged during summer pool, and during low water they are exposed, along with a few shallow humps.
