I have kept out of this thread, but I do have one thought that all involved should consider.
If you "run over" or collide with a stationary boat, either anchored or drifting, you will be held responsible. That might mean simple liability for property damage or it might mean a manslaughter charge depending on the circumstances.
Each boater is expected to be in control of their vessel and is responsible for avoiding stationary objects and the wake created by their boat. High speeds on the river are more dangerous for everyone than an anchored boat or one drifting for sauger, etc.
