I am not much of a sauger fisherman, but I have caught them below Wilson dam. However, it was always close to the dam where it gets deep. The only problem with that is it can be very dangerous getting close to the dam when the water is low. Believe it or not, the best I ever did below Wilson (numbers, not size) was in May several years ago fishing at the "big" turbines which are nearest the spillways.
As for below Wheeler, I haven't ever heard much about sauger fishing there. Could be that Wilson doesn't have as good a population being the smallest lake. Not to say they aren't there, though. Another spot I see people sauger fishing is below the train bridge in Decatur. Don't know how much luck they have, but I have actually caught a few drifting there myself.
