Good point, although I am not sure that the channel depth is a "mandate" or more similar to the "operating guides" for TVA dam operations. That is, a target minimum level, but not an absolute minimum level.
I am looking for an online copy of the TVA charter. Hopefully the original and all ammendments to date. Let me know if you have a url for them?
