I would fish any of the big streamers like a clouser or any baitfish fly that resembles a shad.
Be prepared to go through several skipjack shad between every stripe you catch. A big Zonker in white and silver would also work pretty well. If you see any up on top, you could try throwing a large, slender striper popper. I'm not sure what they are actually called, but they have a slender body that resembles a baitfish. You could also trail a small sized 8 or 10 stramer about a foot behind the popper and should pick up some white bass that way. Hope this helps some. I have not fished too heavily with the fly rod below the dam, but if I was going to that would be the files I would use. I would try to set up near the dam and use the trolling motor to stay in an eddy, and cast to the edge of the turbine boils.
