As long as the weather is warm enough (no problem right now!) the flies can hatch. Finding them is another thing. Each day is different and many, if not most hatches only last about one to two days.
MarkT noted a hatch on the Elk, but that is not a guarantee that they will be there when you arrive. Look for areas where there are plentiful overhanging trees, usually around shallower water, but they can be hatching or found over deep water. Rocks or rip-rap near those areas can also be good.
In other words, you may have to search for them, but just about any day from now until the water temps get too cool it is possible to find hatches. Some of it will simply be luck. I have seen hatches as late as early/mid October.
