This is a legal method for catching catfish. It falls under the hook and line category. As far as any specifications on gear I do not know of any. You need a sport fishing license and the main thing you need to do is tend to your jugs. Also the use of game fish as bait is illegal(Except all species of bream may be used for bait as long as the person does not exceed the daily creel limit).
