Assuming the motor was running correctly last year:
If it's running at all now.....try to run it with the choke partially on. Since the jets are full of junk, running choked will limit the air... it is possible to get the motor to smooth out somewhat while the carbs try to clear themselves.
if it won't start, take 'em off and clean 'em out. get a gasket kit and replace the gaskets. be careful removing jets. soak w/carb cleaner and blow-out all passages with air and carb cleaner. Make sure you can see fluid coming out of ALL passages. WEAR SAFETY GLASSES when you do this...or risk getting carb cleaner in your eyes. depending, old gas turns into goo and can can set-up hard in the idle and high-speed jets.
