Since Doug Darr said TVA requires a permit to place "fish attractors", I emailed TVA and asked them for more information. Here is the reply and a link to the .doc file that was attached to the reply.

Thank you for your interest in matters involving TVA. We do have guidelines
for placing fish attractors in the reservoirs and permits are required.
Attached is a Word document containing the "text" of our guidelines. Our
hard copies also contain helpful diagrams to describe proper placement of
fish attractors at various location types. Please contact me at
