I normally start seeing willow fly hatches around the first of June. I've had spotty luck finding fish to go with the hatches. Maybe 1 hatch out of 3 will have a bunch of fish in attendance, maybe it's just me though.

As far as equipment, I have had a ball with a 5 weight, but I prefer a 9 weight. I can push a popper farther and more easily with it, and easy is good when you make a day of it. Also, I've found that there are usually a few bass hanging around hatches and the 9 weight comes in handy on occasion. Plus, my good old beat up Cortland 9 weight makes an excellent tool for beating tree limbs to dislodge resting willow flies. I HATE doing that with my 5 weight Loomis.
