Night fishing for srtiper can be pretty hot in April on Smith using live bait. Personally I just catch a few smaller size bream and free line them behind the boat around lighted docks on or close to the main lake. Some people buy shad but they are expensive and I think the bream work just as good. When free lining, I sometimes use a balloon tied to the line about 12 ft away from the hook. If you fish during the early morning hours you may want to target main lake points with a BIG Red Fin. Fish this lure very slow so that the lure wobbles on top of the water making a "V" wake. While you are casting leave one or two lines freelined with live bait behind the boat also.
As far as spotted bass go on Smith, it is hard to beat a green pumpkin finesse worm on a lead head jig (spot sticker or shaky head) for numbers. You also may want to have a Sammy or Spook tied on for any surfacing fish that you may see.
