When I was a kid (mid 1960's) in Florence it was very common to see dozens of paddlefish floating dead in the water. This was because it was then not illegal to snag them at the dam and all they did was cut out the roe and throw the dead fish back into the water. That might be at least part of the reason why there aren't many now, although I am sure changes to the river (pollution, lack of constant current, etc) have played a big part as well.
Given that they threw the dead fish back into the river, I would think the meat was rarely eaten.
