I had the same problem in a pond I fish that has cats in it. They wouldn't bite when I had my kids there to fish, which $#*@($# me off.
So, I got some frozen gizzard shad from a catfishing friend. Chunked up one whole shad and tossed pieces in a wide area. Waited about 10 minutes. Rigged up a 1-inch by 1-inch chunk on a lightly-weighted circle hook, tossed it out and sat in the lawn chair.
For about two hours we caught cats and had a blast.
If you can get shad, try it. If not, try cutting a bluegill in half or chunks.
