We use to tie our boat up to the side of the last discharge and tie those pearl spoons straight on to the end of the line using about a 3 1/2 foot leader on the end of a plunker and cast them in and around the discharge areas.
Also try 1/4 ounce jige with the 2 1/2 to 3 inch pearl sassy shad without the plunker and run up to the discharge area ,cast out and let your jig bump the bottom as you drift backwards. Suggest using 17 pound test line. I have caught some nice fish using this method: Stripe,Hybrid stripe,Smallies & Saltwater Stripe AKA Rockfish.
Rockfish in the 12 to 20 pound range. Take alot of jigs you will lose a few. Good Luck and Good Fishing !!
