I would imagine it's illegal to use traps or nets in the refuge but I don't know. Last spring a guy was running gillnets out in the middle where the channels all come together. Catching big blues in them and I think he was filleting them at the boat launch and discarding the carcasses right there, which I believe is illegal also.
