Most of the time when I hear of "On Board" chargers they are talking about a charger that is mounted in the boat that is water proof and is always hooked up to the batteries and is pluged up to house current as soon as they get home and stays plugged up untill they go fishing again. Some chargers will charge off of the cranking battery's power while the motor is running and can also be wired to charge off of the truck's battery while pulling the boat to the lake. The needs of fishermen and the way they fish are different and the many different chargers are made to handle these different needs.
