I have seen some stripe towards the back of Simpson Creek busting very small shad. Look for seagulls. Even if they are not diving that is the general area that you need to be. I have seen stripe in the very backs of creeks busting shad, many times in less than 3 ft. of water early in the morning. Even in a feeding frenzy, the shallow stripe have been very difficult to catch. I would suggest a small crank, fluke, or sassy shad. If you are up for it I would actually suggest night fishing around lighted boat docks with a small shad rap, small buck tail, or live bait. Good Luck.
