Used to have the same problem when going after smallies this time of year. Find a marina or calm water slough or cove. Be patient and look for the lone flipper. If you see one shad jump, usually the entire school will be in the same spot. Make a cast right over the spot where you see a baitfish jump and you'll likely catch a bunch. We searched an area for over an hour one day when the high temp was 41. We had a total of 3 giant gizzard shad in the baitwell when we spotted a flash right on the shoreline. One cast and we had a couple of hundred 3" yellowtails. Another good area to try is around bridge pilings, or concrete retaining walls. Good luck.
