I always buy a TN license every year anyway ... but I think it would be required while in TN. There is a canoe rental place in Iron City as well as a put in/take out place there. I think it operates from May through September. 1-888-226-6380. The next one downstream is Goose Shoals ... a long float if you stop to fish at good looking spots. Goose Shoals is about 10 river miles downstream and I fished it in about 8 hours during low water. I think Goose Shoals is in Alabama ... so you could launch there and fish downstream with an Alabama license. You would want a trolling motor or small outboard if you launch at Goose Shoals because the creek gets much wider and deeper after a few miles. There are lots of places where you could camp along the creek, but I'm not sure if you would get in trouble for trespassing though. We never saw another person on the creek or on the bank until we got several miles below Goose Shoals. There are lots of shallow shoals, so I would suggest a shallow draft jon boat or canoe if the water is low when you go.
