I have only fished a half dozen times, but below Wheeler Dam has little hazard that I have found as long as you stay directly below the discharge... As I recall, it is less than 10 feet deep in many places until you get close to the dam and then it is very deep (50 ft?) Easy to get hung up because it is so shallow, but that is not a boating hazard.
Below Wilson Dam is another story. I have only been to Pickwick tailraces once and I hit something directly below the discharge. As I recall, that water is less than 5 feet in many/most places.
