If the motor has carbs instead of fuel injection I would try adjusting the carbs. I have had this trouble with Mercury's in the past myself. As a matter of fact I have one now. It is a 2002 40hp. It is slugish on take off's and usually only at first run off the trailor. I have learned that merc's are cold natured. After mine takes off and goes I don't have any more problem on that trip unless I fish in one place for several hours. If it is carbs I would start by opening the needle valves 1/4 turn to the left at a time. Make a run and see if it helps, if it don't you can always put them back like they were. If it is fuel injected, then all the above would not apply. Hope this helps.
