Slow day at work! I called the State Fisheries office in Montgomery and talked with a biologist there; he is more involved with the State Lakes than others. State lakes apparently have more bass than they need so even these are not frequently stocked or recharged, so to speek.
Years ago State stocked Florida strain bass in several larger lakes with hopes that there would be some cross-breeding with our native lunkers. This did not yield the results the State had hoped for, apparently the Florida strain is not as suited to our waters as the natives, so they stopped this program.
State still maintains hatcheries in Carbon Hill, Eastaboga and Marion for supporting mainly the Farm Pond program. There is usually a surplus of stock and this surplus is used for special programs such as tagging projects and others, depending on the nature of the project.
The biologist in Montgomery suggested that you could call the office of James Cook in Eastaboga, 256-831-6860 for more info related to non-State lake stockings. Hope this all helps!
