Put it under a small cork and cast it over bedding bream. Use a small split shot if needed. I have found that it is not very effective unless the bream are on bed or when the willowflies/mayflies are hatching.
Try differing techniques to work the Keystone minnow (or Judge minnow, they are cheaper and last longer) over beds. Sometimes they want it jigged and sometimes they may take it better if you slowly swim it through. Quite often the hit will come as the lure is falling into a bed.
