I haven't tried catchin any shad down there this year, but you might try both boat ramps in the current breaks, below the dam......also I've seen em several times between the lock and the rip-rap bank on the north side..........sometimes there all the way in the back, there is a small stream running in back there.......skipjack have been easy to catch down there.....you might try some really small jigs / sabaki rigs and catch some smaller skip-jacks.......they will work just as good or better......even the 8-12 inch skippys will catch stripe, if your after lunkers......I hope with this rain they will generate alittle more....so the big boys will move in ( Cats that is)
