Unhook the battery. Take out the plugs and clean them. Squirt a shot or two of penetrating oil in each cylinder, followed by a squirt of two cycle oil. Put the motor in gear and rotate the propeller by hand to gently turn the motor.
Next, replace your water pump.
Next, try to start motor. If it doesn't run, then you may have to pull the carbs and clean them. Old gas left inside carbs will turn to snot and clog the jets.
Also, drain and refill the lower unit with fresh dope. Keep a check on this for the first several trips, making sure you're not getting water in the foot. A bit of water is ok. Losing the dope completely requires new seals in the foot.
