If you would like to see how it is done Roland Martin did an episode on Pickwick a few years ago and killed the Smallmouth with a guide and they bumped bottom with shad. You may can order a copy of the show. Archie Phillips also did some shows up there too and he's in Alabama. He can be reached at Archie Plillips taxidermy I think he sells copies of his shows as well
As far as the weight issue you are drifting at almost the same speed as the bait so it stays nearly under the boat you just control the depth to keep it barely ticking the bottom every once in a while. If you drag bottom it will be hung in about 3 seconds.
As far as tailrace safety general rule is:
Wilson stay dowstream of the large towers until you are comfortable.
Pickwick stay below the big new bridge if you are drifting in the middle
And if you want to drift nearer the bank stay below the older car bridge and walking bridge at Mcfarland Park
One other hint always leave your engine running until you are clear of any danger that is immediatly down stream of you such as the large towers at wilson or the bridge pilings at pickwick.
