If you go to this site, http://www.gsa.state.al.us/ If you go towards bottom of page, see the ‘HTML Viewer’, select ‘Boat Access Sites’.
A second page will pop up, and there are choices you can make on the right side of this page, under the 'Layers' header. Not sure if this is what you were looking for, but it might help. It's a lot easier to deal with than method 2.
Method 2: Also on the left side of the main page is a link to 'GIS Data & Maps'; click on that and on the page that you arrive at click on Geospatial Data. You have several choices of map size, I usually go to the 1:24000. The image is of good ole Alabama in blue with grid lines. Each square is a zip file of the topo map for that grid. click on a grid and you get the world famous 'File download' box that pops up to let you save to your hard drive.
The zip files are large, 1MB and more; if you extract the maps they are usually 6 to 9 MB each - you'll need one of those 225hp Hondas or Yamahas to pull that boat!!
Good luck, Bluerod
