Mark-- TVA (Tennessee Valley Authority) starts to lower the lake levels every year around the fall season. Many area fishermen refer to this as "winter drawdown." It is for flood control for the anticipated rains that come more often during this time of the season. In theory, it also helps to control the milfoil spread through out the Tennessee River system . I hope this sheds some light to your question.. Good Fishing.. Louis T.
