Note that the measurement is not the whole length of the head in inches, but only the length from the eyes to the nostrils in inches. Many times all you can see of a gator is his head, so this is a handy way to make a rough estimate. I think you are probably right though. The length of the entire head of that gator was probably in the neighborhood of 20 inches.
However, the problem with this method of guestimating is that some folks really have no idea of how long an inch is or in the case of crappie, how long nine inches actually is. So, depending on who is making the guestimate, it may not be very accurate.
