Shark League Constitution - 2000 "Preliminary"
I. Preamble
We, the members of the Shark League, do agree that the following
statements are the rules that govern the operation of our fantasy
football competition. We also agree that this competition is set
forth to be a friendly and non-economic endeavor where sportsmanship
is held in the highest regard. Yet, we maintain that this competition
will provide pleasure and gratification to the individual owner only
when complete and utter domination of all other owners has been achieved.
II. Ownership Responsibilities
To remain an owner in good standing, barring any unforeseen
circumstances, it is his/her responsibility to attend the
annual Shark League draft and to provide a starting lineup
for each week that their team is in competition. If an owner
desires to forfeit their privilege of being a member of the
Shark League, he/she should notify the commissioner of the
league in a timely manner so that a suitable replacement can
be found.
III. Commissioner and Corresponding Responsibilities
The Shark League Commissioner will be approved by a vote among
Shark League team owners. The Commissioner's responsibilities
will include:
1. Contacting the previous years team owners by August 1st.
2. Determining a draft time and location.
3. Compiling all issues that pertain to the Shark League
Constitution prior to the Shark League draft.
4. Present any issues to the Shark League team owners for
their approval/disapproval.
5. Determine a plan for handling and publishing weekly
statistical updates.
6. Interpret the Shark League Constitution.
7. Handle any disputes that are not covered by the Shark
League Constitution
IV. League Formation and Scheduling
If possible and most highly preferred, the Shark League will
consist of 12 teams, each with a unique owner. The 12 Shark
League teams will be divided into 3 Divisions, each containing
4 teams. The 3 Divisions will be called Hammerhead,
Great White, and Tiger.
The Shark League regular season competition will continue for
the first 14 weeks of the NFL season. Teams will teams within
their division twice, while they will play teams outside their
division once. The commissioner will be responsible for creating
a schedule that adheres to the aforementioned criteria.
V. Team Composition (Rosters)
Each team will be composed of 16 players with at least
1 QB,
2 RB,
2 WR,
1 TE,
1 K, and
1 Team DEF.
VI. Draft
Each team owner will attend the Shark League draft, either physically,
electronically, or with a representative. The drafting order will be
determined by a drawing of numbers. The draft will consist of 16
rounds.
Odd numbered rounds will have a drafting order of 1, 2, ... , 12.
Even numbered will have a drafting order of 12, 11, ... , 1.
VII. Roster Modification
1. Drop/Adds:
A. Each team will have 10 drop/adds to use throughout the regular season.
An add will consist of acquiring a free agent (a player not currently
on any other teamÆs roster). When such an add is made, the team must
drop a player currently on their roster. This dropped player will be
deemed a free agent and become available to other teams.
B. Claiming a free agent will be on a first-come first-serve basis. Any
team desiring to claim a free agent must email the Commissioner with
the request. The email request must also include the player that is
being dropped from the teamÆs roster. The first request for a free
agent that the Commissioner receives will be honored.
2. Trades:
2 or more teams may trade players that are on their rosters. The only
requirement for the trade is that each teams roster must contain 16
players after the trade has been completed. To encourage trading among
teams, no limit will be placed on the number of trades that a team can
facilitate.
3. Injured Reserve:
When a player is placed on the Injured Reserve by his NFL team, the
corresponding Shark League team may also place the player on Injured
Reserve. A free agent may be acquired to replace the player placed
on Injured Reserve. When the player is removed from the Injured Reserve,
the Shark League team must also remove the player from Injured Reserve.
In such a case, the team must drop one player, possibly the returning
player, from his roster. Placing a player on Injured Reserve will not
count as a drop/add for the team. Each Shark League team is allowed
to place three qualifying player on IR during the season.
VIII. Lineup Submission
A lineup for each team must be submitted to the Commissioner by 11 pm the
night before the first game of the week. If a lineup is not submitted,
the lineup from the previous week will be used. Any problems that arise
will be handled by the discretion of the Commissioner.
IX. Team Scoring
Each team will accumulate points for all players in their starting lineup.
Individual playersÆ points will be determined as follows. Note that a team
must start an NFL Team QB and will receive points for any QB on that NFL
Team that produces points:
1. Quarterback, Running Back, Wide Receiver, Tight End
Touchdown = 6 pts.
20 yards passing = 1.0001 pt.

2-point conversion = 2 pts.
Interception thrown = -1 pt.
2. Kicker

Field goal 11 - 39 yards = 3 pts.
Field goal 40 - 49 yards = 4 pts.
Field goal 50 yards or greater = 5 pts.
3. Defense (including Special Teams)

fumble return,
kick return,
or punt return) = 6 pts.

X. Playoffs
After the regular season, two weeks of playoffs will determine the
Shark League Champion. Four teams will make the playoffs, the three
division champions and a wild-card team. The team with the best
record among the non-division winning teams will gain the wild-card.
During the first week of playoffs, the team with the best overall
record will play the wild-card team and the other two division
champions will play. If the team with the best overall record and
the wild-card team are from the same division, then the team with
the best overall record will play the division champion with the worst
overall record. The remaining division champion would then play the
wild-card team. The winners of these two games will play in the Shark
Bowl to determine the Shark League Champion. The Shark Bowl will be
played during the second playoff week that corresponds to the 16th NFL week.

XII. Proposing Changes to the Shark League Constitution
The process for proposing changes and/or amendments to the Shark
League Constitution will be as follows:
1. Team owner makes a motion to change or amendment the Shark League
Constitution with a specific proposal. The proposal should include
a brief description of the change and why such a change is desired.
2. In order to bring the proposed change or amendment to a league vote,
another member of the Shark League must second the motion.
3. A brief period of discuss will ensue after which a vote on the proposal
will be conducted by the Commissioner. A majority of voting owners
must approve, i.e., if 12 members vote, then 7 owners must approve.
Any members abstaining will decrease the number of votes needed for
approval, i.e., if 1 member abstains then a majority (6) of the
remaining 11 members must approve.
XIII. Determining Player's Position
Certain players can be categorized in more than one position category.
Most of these issues will be handled during the draft. For each draft
pick, the team owner must declare the position of the player being drafted.
Any issues with the position of the player will be addressed at that time.
If, during the regular season, the position of a player becomes an issue,
the source of the official stats will be used to solve the dispute.
XIV. Source of Official Statistics
For each season, the source to be used for all official statistics will
be determined at the draft. This source will be used in any disputes
over scoring.
