Professor R.J. Rummel is a political science professor at the University of Hawaii who has studied the subject of genocide for many years, that study resulting in this book and several other works. The dust jacket of this book states:

I RODE WITH TUPPER
Tupper Saussy was the leader of of the money issue movement in the early eighties and caused the "system" lots of problems not only with his book, Miracle on Mainstreet, but also with his newsletter, the Main Street Journal and his famous POMCs. In 1985, he was indicted and later tried for the tax crimes of willfully failing to file his income tax returns. He was convicted on one of the three counts and thereafter commenced his appeal.
Because Tupper was the center of lots of press coverage during the trial of his case, Tennessee's most famous inmate, James Earl Ray, contacted Tupper to have him publish his book, named by Tupper the Tennessee Waltz. For his own reasons, Tupper did not report for incarceration on March 23, 1987 and he went underground. This started a 10 year search by the feds which finally ended in November, 1997 when the feds arrested him. Tupper is now serving his time but when he gets out, please understand that Tupper will once again have an impact upon the cause of freedom.
Pat Shannan, one of mine and Tupper's mutual friends, wrote this book about Tupper's escapades while on the run. This great book is available from such patriot magazines like the Free American.
After hearing patriot rumors about the non-ratification of the 16th Amendment in the early eighties, Bill Benson started in 1984 a tour of every state in the continental United States for the purpose of checking the records in all of the state archives to see if in fact this amendment had been lawfully adopted and made a part of our constitution. Bill discovered an amazing fact during that year long project: this important amendment had not been lawfully ratified and that Secretary of State Philander Knox had committed fraud when he so proclaimed its ratification in February, 1913. This book carefully details every defect in the ratification process which Bill discovered during his monumental research project.
I met Bill during mid-1984 and we have been the best of friends ever since (in truth, I am his chauffeur when we are together). The first case where we raised the issue of the non-ratification of the 16th Amendment was the Janey Furguson case in Indianapolis in January, 1985, after Bill finished his research. The outcome of that case and all the others where we raised this question is clear: the courts held this question was a political one which the courts could not address. However, we have also taken this question to Congress, which responded by telling us this was a judicial question for the courts. This inability of government to answer the important questions regarding the ratification of this alleged amendment means that government is perpetuating an uncertainty of the law, due process problem on the American people.
Bill's battle remains very important today, perhaps more important than when he finished his research. Currently, some in Congress want to repeal this amendment, but they need to be told that there is no need to do so. All that is needed is an acknowledgment that this amendment simply does not exist. There are lots of stories I could tell about Vern (like the time the cops surrounded his stock brokerage firm during his battle over driver's licenses) but I will omit them. Vern and Dave Mauldin got their start back in the early eighties when they created FEA, which became a major threat to the "system" in Tulsa. Vern and Dave were indicted back in January, 1990, and that battle waned off and on for many years until we settled it on very favorable terms a few years ago. Vern has written lots of books regarding the constitutional basis for the federal income tax as well as memos regarding tax procedure. Steve and Shawn formed FES back in the early eighties and they have been the most effective group in California. Back in the mid-seventies, a group known as the Committee of Correspondence from Westminster, Maryland, started educating people about the problems in this country particularly in reference to the federal income tax and the monetary system. In response, both the federales and state officials started alternately prosecuting the leaders of this and a related group, those men being John Kotmair, Fenner Goldsborough, Ed Ellison, John Sasscer, Herb Howard and Fred Allnutt, all of whom were indicted and convicted. In fact, some of these notables were attacked twice; John Sasscer was prosecuted by the feds twice and the State prosecuted and convicted Fred Allnutt, who was later prosecuted by the feds. Fred won acquittals in his conspiracy case with the feds. Needless to say, these men learned from first hand experience how vicious the government can act when a party decides to think and act outside the acceptable norm.
John Kotmair started SAP back in 1984 and has spent his time since building one of the most effective patriot organizations in our country.
