Stated Reason for Change: To prevent conflicts of interest which might interfere with the Chair’s ability to perform his/her duties or to make decisions in the best interest of NSS chapters.
Current Wording: "To be eligible to run for the position of Chairman of the CA, each nominee must be a member of a chapter of the CA, must be a member of the NSS, must be present at the general meeting, ...."
Original Proposed Wording: "To be eligible to run for the position of Chairman of the CA, each nominee must be a member of a chapter of the CA, must be a member of the NSS; must not also concurrently hold a position on the NSS Executive Committee, Board of Directors, nor Board of Governors; must be present at the general meeting, ...."
Current Proposed Wording: "To be eligible to run for the position of Chairman of the CA, each nominee must be a member of a chapter of the CA, must be a member of the NSS, must not also concurrently hold a position on the NSS Executive Committee nor Board of Directors, must be present at the general meeting, ...."
Reasons for Changes to Original Wording
During the 1996 ISDC, a friendly amendment was made to remove the proposed restriction on the Chair belonging to the Board of Governors.

E-Mail Voting Rules
Only designated Voting Delegates, as selected by the chapter leadership or membership, of registered NSS chapters may vote.
NSS chapters must be registered with the NSS Chapters' Assembly before they can vote by E-mail.
Annual registration fee is $10 per Voting Delegate desired, up to a chapter's maximum number of allowable Voting Delegates. Make checks payable to the "NSS Chapters' Assembly".
Maximum number of allowable Voting Delegates is based on chapter membership, as reported to NSS Headquarters: 3-50 members = 1 vote, 51-100 members = 2 votes, 101-150 members = 3 votes, 151-200 members = 4 votes, 201-up = 5 votes.
A chapter is not required to register all of its allowable Voting Delegates.
The number of votes currently registered by a chapter is placed in parentheses next to its name on the pull-down menu.
Vote verification messages will be sent to both the Voter and the Chapter President.
Verification information is required even if President votes and E-mail address is the same.
Lack of this information will invalidate the vote.
Corrections cannot be sent by E-mail.
Once you SUBMIT your vote, you cannot SUBMIT another if you change your mind.
To change your vote, your must leave a telephone message at 205-721-1083.
Friendly admendments can be SUBMIT'd without voting.
To SUBMIT a friendly admendment, select the "Comments Only" radio button.
All other voter information must be entered just as if you had voted.
Friendly admendments will be accepted based upon their impact and the number of votes already received. The Proposer will be notified of the amendment and the number of votes received thus far. Acceptance of the friendly amendment will automatically invalidate all votes already received; and those chapters will have to vote again. Because of this, friendly amendments should be made soon as soon as possible after the vote is announced.
Chapters may vote and submit a friendly amendment at the same time; the equivalent of a vote of "as revised". Note, that if the friendly amendment is rejected, the vote will be invalidated.
Misuse of this electronic voting system by non-authorized personnel will not be tolerated.
